Cooperative is the result of a member vote to consolidate Leavenworth-Jefferson and Kaw Valley Electric
Cooperatives on April 19, 2016. FreeState serves nine Kansas counties (Leavenworth, Jefferson,
Shawnee, Douglas, Jackson, Osage, Pottawatomie, Wabaunsee, Atchison) and provides infrastructure to
Fort Leavenworth.

As the rural electric and utility industry continually evolves FreeState looks beyond just the next 10 years
to understand the forces and trends that will impact how we serve our member-owners. The board of
trustees at FreeState remains proactive and progressive to realize the vision and mission of FreeState.
Our vision is to earn the trust of our members and partners one interaction at a time, and our mission is
