The High Technology Development Corporation (HTDC) is the lead State agency for technology-based economic development. Administratively attached to DBEDT, HTDC is a business advocate for Hawaii's high technology industry. It recommends legislation; administers a statewide incubator and technology transfer program; provides grants to Hawaii companies that receive Small Business Innovation Research (SBIR) awards from participating federal agencies; manages two federally-funded projects: the National Defense Center of Excellence for Research in Ocean Sciences (CEROS) and the Hawaii Electric Vehicle Demonstration Program (HEVDP); assists Hawaii's information and software industry through its Hawaii Software Service Center; markets Hawaii generically as a high technology center and assists the developers of Hawaii's commercial high technology parks; conducts conferences and workshops on high technology issues; and as the source of information on the State's high technology industry, publishes the Hawaii High Technology Business Directory and provides business assistance to encourage the industry's growth.Astronomy is a key part of Hawaii's commitment to science, research and technology. The exceptionally clear skies at the summits of the Big Island's Mauna Kea and Maui's Haleakala offer optimum conditions for astronomical observations. On Mauna Kea alone, nine major facilities from five countries are operating, including one of the Keck telescopes, the world's largest.On the Big Island, the Natural Energy Laboratory of Hawaii Authority (NELHA) offers short-term agreements for research and development projects, as well as long-term leases to commercial companies wanting to make use of the agency's unique ocean resources: cold, nutrient-rich, pathogen-free seawater, near-shore access to ocean depths of 15,000 feet or more, and high year-round sunlight. Energy, aquaculture and agriculture projects thrive under these conditions. The State offers support services to encourage these diversified industries.
